I have a question. We just discovered after Hurricane Frances came through Polk County, Florida that the roof on our mobile home has had it. We've lived in our home for 11 years. The storm came through and lifted up a few shingles and when we went up to look at the damage we found out that alot of our roof is rotten. My husband was checking the situation out and noticed that there was not tar paper on the roof. It was shingles on top of that particle board stuff. Does a mobile home roof not have to have tar paper or is this a defect? I would appreciate your expert advice. Thanks.

Sometimes asphalt shingles are installed without underlayment between them and the decking. I think that is a big mistake but it is sometimes done.
The one way to determine whether this is a defect with your home would be to track down the manufacturer of the shingles and find out whether they require underlayment.
