Our local senior center (approx. 10,000 sq.ft.) has a very disturbing condition. What would cause extreme noisy conditions during winds of a certain velocity? Many times this condition takes place during events that require a different atmosphere. Do you have any suggestions as to the reason(s) for this problem and how this might be corrected?

This may be an issue having to do with fasteners or ventilation.
I would find a contractor experienced in metal roofs of the type on your senior center and have them look at it. Either that or contact the roofing manufacturer

Todd - thank you for your prompt response. We do plan to consult with the original contractor on this building. Sometimes it is best to educate yourself a bit before approaching the one you might be looking toward for correction of the problem - whether it was a fault at the time of construction, or whether it is a problem that has developed. If you or anyone else reading this can give any helpful next step toward that self-education prior to getting with the contractor, please let me hear from you. You should contact the designer of the building.
Having said that, one needs to look at the roof assembly construction and then its use, specifically is it wood or steel framing? Does it have sheathing? Is it a commercial SS roof with fixed or floating clips? Is there an underlayment and insulation? Where is the building located?
