i have two close quotes for standing seam metal roofing for an 80 square multiple roof office building.one is 24 ga galvalume steel over strapping. the other, $6000, more is 20 ga aluminum directly over two layers of shingles with a new layer of 30lb felt over the entire roof first and water and ice shield in the valleys.
i would really appreciate some professional opinions.

Both are approved application methods.
Depending on the structure, the over deck venting of being put down on the strapping will be more resistant to sweating, ice damming, and heat transference.
