Is there a specific building code(s) which governs the fasteners to be used on metal roofing applications? Is it a requirement to have rubber and or neoprene washers besides the obvious? Do the rubber or neoprene washers require a specifc thickness and durometer rating?

I do not know of a code requirement, though there may be one in your area. I would make sure that all exposed fasteners are long life and have a neoprene sealing washer and are appropriate for the substrate into which they will be installed. Check with the manufacturer of the roofing material you are using for their suggestions.
