we have added onto our home with the plan that we will have a deck over the new roof area. We built the roof with very little pitch and temporarily put roll roofing on it until we decide on what material needs to either be under a convention style deck, or be a combined roof/deck material. There is a steep second-story roof from which rain flows to the lower roof. We presume it will be best to have a rain gutter there to divert that water. I attached a photo from the ground level in case it might be helpful. Any suggestions or information would be appreciated.

Definitely get a gutter on the upper elevation.
You can run metal at a very low pitch if installed properly.
You other options are EPDM, TPO, or Bitumen. I would not do a build up on that roof.
Decking really depends on your choice.
