I Have A Double Wide Mobile Home With A Single Layer Of Shingles All my Decking Is Good Shingles Are Still In Fair Condition Can I Reroof over This With Fiberglass Shingles Without Having A weight Problem

Depends entirely on the weight load capacity of the mobile homes roof.
Small insurance against potential roof collapse would be to remove the existing layer.
Contact the home manufacturer and see what they say.
Also, with the heavy snows we had here in the NE, that is worth consideration as well.
