I live on the West coast of Florida, and am interested in building a rooftop deck made of Vinyl over large flat area on my roof, but I am also interested in having a metal roof. Is it possible to have both? If so, will it be hotter because it reflects the heat?

This is technology that was used over 100 years ago so it is proven. So yes it is possible and a lighter colour will reflect the heat however to be fair, in order to do it right it will cost more than other susytems out there and there are a limited number of experienced metal trades people in this scope.

I have a roof deck made of wood currently on my roof is it possible to have a metal roof installed under the deck. I was told by a builder that there would be a problem having a wooden deck on top of a metal roof.

Contact with treated lumber, or runoff from treated lumber, can damage the metal roof over time. That is the only concern I can think of. Choosing a metal roof with a quality coating on it will help to lessen this concern.
