remove old shingles?

After hurricane Katrina....we live in southeast Louisiana, I lost most of my shingles on a paper roof. When installing my new metal roof, do I need to remove the old shingles that are left? One installer says that we needed to replace the missing shingles, because if not the metal roof would not look straight. Another says it won't matter. Who is right?

It depends on the type of roof system you are selecting. I would choose a product and ask to see their product approval report by ICC which will indicate its application limitations and wind resistance. From a wind perspective, it would be much better to remove the existing shingles, renail the decking to the rafters to ensure it meets the new wind codes, install a new felt underlayment and then the metal roofing. Certainly you do not want to have to do it again.

The roofing system is going to be Vail Titan Select, I have tryed calling their phone # but it's always busy. How can I find out their report by ICC? Thanks for your help.

Look up the International Code Council on the internet and they will have a listing of approved products. This shingle is manufactured by one of our members, Custom-Bilt Metals and you should be able to contact them through this site. Remeber though that your roof failed in the wind at the weakest point, the shingles. Installing a proper metal roof will resolve this however this system is fastened to the decking and if there were a future wind event you are now relying on the decking attachment to the rafters, hence my recommendation to remove the old shingles and get the weight off, check the decking and have it refastened to the new wind codes. Certainly you do not want insurance proplems down the road.
