Wow, that is the first time I have been asked that. If the dollar amount is over $5000, of course, it would not make any difference as they will max out the tax credit anyway. I really do not know the answer to your question so I would defer to a tax professional. However, my feeling is that, yes, tax should be included as a cost of the materials.
