I have a house with a cathedral ceiling, no attic. The shingles are attached to the 2x6's that you can see from the inside and it gets pretty warm in the house when it has been closed up. One contractor wants to put metal roofing on 1x4's on the existing shingles. He said that I don't need insulation because the air space between the metal roofing and the shingles plus the reflective nature of the metal will keep the heat down. What is the best way to do this? The roof will be 26g R-Panel light tan (energy star). I would like to keep the cost down as much as possible.

Are you saying that asphalt shingles were nailed to 2 x 6 lathing and that you can see the underside of the shingles? If that is the case, I would put a layer of rigid insulation over the shingles before I put the metal roofing on.

What Ken said.
I would also go a step further and say you might be well advised if you are worried about heat to just removed the asphalt layer.
At that point, you can put down a radiant barrier beneath the purlins or put down foam.
