Would like a recommendation on using an adhesive over a metal roof to install either a 3-tab ashpalt shinle or architectual shingle? and would a foil backed plywood be a good idea to keep the room cooler in the fla sun?

I would recommend that you install your shingles on a plywood substrate.
Gluing shingles down to metal is not a permanent solution.
Radiant barrier plywood only works properly if there is some sort of air space between the heat source and the radiant barrier.
