R Panel vendor says to use 3/8 or 1 inch sealant tape under 1/2 inch overlap at pitch change instead of transition flashing. Will this provide adequate long term seal?

First, if the pitch change is very much, I would recommend a transition, using inside and outside closures.
If the pitch is really small, you could overlap them, but 1/2" isn't nearly enough for a good overlap.
I would say 2" minimum, and if the roof pitches are low, as much as 6" or more.
