Depending on the manufacturer, yes. Most have guidelines for installing over existing roofs with approved slip layers. Please check with the given manufacturer to confirm the ability to do so as well as the guidelines for installation. I personally do not like to do this with our customers, however, it is perfectly fine if done properly.
