I am planning to install an aluminum roof over an existing 1 layer asphalt shingle roof. The house is in Florida in high salt water area. The cost of the exposed fastener roof panels are much less than the covered seam roof, but will the exposed fasteners fail more quickly than the covered seam?

Generally speaking, aluminum is not commonly used for exposed fastener panels but there are some available. The risk with exposed fasteners is indeed that they can loosen over time and that the washers can dry out and crack.
