When taking an existing metal roof off and it's over spaced sheeting is it code in Virginia that an underlayment must be installed

I do caution strongly against residential applications without solid decking. Unless you have extremely good attic ventilation as well as insulation and a vapor barrier on top of the ceilings, this creates a situation with a high risk for condensation on the underside of the metal roofing.
