I don't know a lot about metal roof installation. There isn't a lot of info out on valley caps. Is there a benefit to this? I live in ohio and i feel like anything that water flows under is a horrible idea. It does have the standard valley flashing on under it. Does this need fixed? uploading 20180504_175239.jpg

Wow. That looks to me like a problem waiting to happen. I don't see how water gets out of it, let alone debris or ice and snow. What you have is an R Panel roof or similar. There are many installation details available on the web showing valleys for this type of roof. Most involve a valley pan with a V Rib in the center and then butyl tape to have the ends of the roof panels sit on.
