Hi MRA staff,
The building I work in (a fish hatchery) has cinder block walls and a corrugated metal roof. Where the cinder block meets the roof a spray foam insulation was installed and then sheet rock mud and paint were applied to cover. Over the course of about 30 years of intense condensation coming into contact with the foam/ sheetrock combo the sheet rock has retained moisture and is starting to rust the metal roof and fall out. In extremely bad spots the moisture has actually permeated the cinder block, froze, and cracked the block. I have been removing the sheet rock mud and paint and applying a clear water proofing material used to patch roofs, and then painted over that with latex paint to match the wall around it.
I have attached a photo of the damage after I removed the sheet rock mud.
My question is:
Should there have been some sort of vapor barrier installed when the building was constructed?
What can I do to stop the rust and prevent further damage to the roof and cinder block wall?

It sounds like you're dealing with a highly corrosive environment with high humidity and no ventilation. A vapor barrier may have helped but a 30-year roof system may be about as good as you will get in that environment.
