My existing metal roof survived two hurricanes, but a lot of panels are scratched and dented and I already have fasteners causing leaks in the attic. The insurance does not want to pay to replace all of the fasteners, just the panels that are damaged. I need to find something to show the insurance that the fasteners were not designed for a cat 4 hurricane, have now been compromised and warrant the replacement. Any suggestions?

It will likely be impossible to track down the engineering of your fasteners, plus much has to do with the lumber they are attached to. I would instead take a very practical approach -- are the fasteners loose?
